Tender documents (förfrågningsunderlag): how to read them

The tender documents (förfrågningsunderlag, or upphandlingsdokument in the act) describe what is being bought, which requirements apply and how bids will be evaluated.

Updated

What the documents contain

  • Administrative terms: deadlines for questions and bids, validity period and how to submit.
  • Qualification requirements: financial standing, experience, references and certifications.
  • Specification: requirements on the goods or service, often mandatory.
  • Evaluation: how the winner is chosen.
  • Contract terms: payment, penalties, indexation and termination.
  • Attachments: price sheet, bid form, reference templates and declarations.

Mandatory and desirable requirements

A mandatory requirement (ska-krav) must be met, or the bid is rejected. A desirable requirement (bör-krav) is optional but earns points or a price deduction in the evaluation.

How bids are evaluated

  • Best price-quality ratio: quality and price are combined.
  • Cost: lowest total cost over time.
  • Price: lowest price wins among compliant bids.

A tender is often 50 to 300 pages. Falkview reads all of it, including attachments and Q&A, and builds a requirement list in minutes.

Frequently asked questions

What is a ska-krav?
A mandatory requirement. A bid that does not meet it is rejected.
Where do I get the tender documents?
From the procurement system where the tender is published, such as e-Avrop, Mercell or Kommers Annons. You usually need a free account.

This guide is a general description, not legal advice. Laws and amounts can change; the Swedish National Agency for Public Procurement (Upphandlingsmyndigheten) has the latest figures.
